The book by ASR First Vice President Leonid Kazinets published

A new book “Organizational and legal basics of introducing self regulation into the capital construction sphere of the Russian Federation” by First Vice President of the Builders Association of Russia, President of the Investment and Construction Corporation “Barkley” Leonid Kazinets has been published by the publishing group “Granitsa” .

The monograph by a well known businessman touches upon the basic provisions of the concept of introducing self regulation into Russia’s investment and construction complex, specifies the basic of self regulation mechanisms and tools, particular proposals to make amendments to the present legislation in the urban engineering sphere, suggests practical measures aimed at increasing the efficiency of the construction activities.

“Complicated strategic goals set by the government, which are aimed at increasing the amount of constructed housing facilities within the framework of the national program “Affordable and Adequate Housing for All”, envisage dramatic increase in the efficiency of the construction activities, development of efficient mechanisms for exercising control in this sphere, a new level of interaction between the state and the construction business”, the author notes.

Being ASR First Vice President, Leonid Kazinets acted as one of the developers of the concept aimed at introducing self regulation into the capital construction sphere of the Russian Federation. The present book specifies the basic provisions of the aforementioned concept.
