In October the Builders Association of Russia took measures aimed at solving the tasks of technique regulation in the construction industry, improving builders’ professional competences; its representatives participated in industrial forums, congresses and exhibitions.

The total number of materials (both printed and electronic) related to ASR amounted to 211 in October 2006. There are the following leaders in terms of the number of references:

Federal press: “Kommersant” (Merchant) (1), “Parlamentskaya gazeta” (Parliament newspaper) (2);

News agencies: RIA “Novosti” (News) (4), RIA “Kreml” (Kremlin) (3), IA “VolgaInform” (4);

Internet editions: “Kvadratniy metr. Novosti” (Square meter. News) (11), “Bolshoy portal nedvizhimosti” (Major real estate portal) (10), Restate.ru (8), IRN.ru (Indicators of the real estate market) (8), Denex (5), Kdo.ru (5).

Internet editions (122), regional mass media (26) and news agencies (25) can be considered leaders in terms of the number of references. The share of regional mass media amounted to 45 in October; the number of publications in federal press decreased and amounted to 12, as for the area specific press – the number of publications did not change and amounted to 7 (8 in September).  

The most rapid development of the ASR information field took place during the first week of October:  22 references, in the middle of October: up to 17 references. Figuratively speaking the general situation in the information field can be called seismically active due to great information bursts testifying to ASR quick reaction to current events in the construction industry and on the real estate market. Particularly, one of such bursts occurred due to solution of the problem concerning technique regulation in the construction industry and promotion of ASR international and regional relations. It is important to note that the number of references ranged daily from 1 to 12.

The following events resulted in the dramatic increase in the number of references:

- Meeting of ASR delegation with the top management of the US National Association of Home Builders (NAHB)

- Sending an open letter “The Federal Law “On technique regulation” poses threat to Russia” to the RF President

- Round table discussions “Technique Regulation in Construction. Legal Vacuum”

More than half of the information field related to ASR is dominated by Internet editions, i.e., 62 %(57% in September). In spite of the domination of Internet editions in the information field it is also important to note an active role played by news agencies (12%), regional newspapers and magazines (12%), and federal newspapers and magazines (12%).

An increase in the share of regional editions played a positive role in the information field development.

Analyzing the structure of ASR references in mass media in October it is important to note that the articles related to ASR activities dominate the information field, their number amounting to 95, which dropped by 30 in comparison with September. The number of expanded references remained the same and amounted to 21. Besides, it is necessary to note an increase in the number of comments from 28 to 51 and a decrease in the number of unexpanded references from 112 to 44.

Conducting a qualitative analysis of ASR related publications it is necessary to note that the greatest number of ASR related references are positive. The number of positive publications increased by 26 in comparison with September and amounted to 107 (51.0 %).

Positive references dominated the structure of references in October, their number amounting to 51 %, while the neutral ones amounted to 49 %.

The analysis of the structure of issues and problems whose solution is reflected in the ASR information field shows that in October the major importance was attached to the issues and events related to technique regulation in the construction industry (25 per cent), construction and real estate related problems (22 per cent), promotion of international and regional relations (20 per cent), implementation of the national program and mortgage development (19 per cent).

Thus, the analysis of the ASR information field in October, 2006, shows that the great number of the events contributing to rapid development of the construction industry, improvement of ASR internal structure, promotion of ASR international and regional relations exerted positive influence upon the situation in general.

October witnessed a gradual decrease in the number of references related to ASR activities within the framework of the information field.  

 This figure decreased by 26.2 per cent in October in comparison with September. However, a slight decrease in the number of publications does not testify to the decrease in ASR activity.
